Who can change what

Every instrument the programme serves sits in a tier, and each tier has an amendment procedure set by the Charter at MCC-001 cll. 0079–0083. This page states each procedure and then asks a question the corpus does not ask itself: does the body that clause names actually exist?

1 of 5 tiers cannot be amended by anyone today

Tier 4 — Technical Standards (MCC-200 Methodology Framework and the individual methodologies). MCC-001 v2.0 cl. 0082 reserves this to the methodology review committee. That body exists and has no serving appointee.

Tier 1. Supermajority Board approval with documented stakeholder consultation. The only tier requiring a supermajority.

Tier 3. The clause reads "Board OR delegated committee", which is disjunctive: an unconstituted committee does not block this tier, because the Board is an alternative approver and the Board has appointees. This is the tier the family taxonomy sits in.

Tier 4. The only tier requiring peer review, and the requirement governs its own removal. The approving body is named only in the Tier 1 instrument and appears in the Programme register under neither name.

Tier 5. Operational team approval with Board oversight. The only tier that does not require stakeholder consultation on the face of cl. 0083.

Where MCC-001 and MCC-700 name different bodies for the same function, the column above gives MCC-001’s name first, because MCC-001 cl. 0084 provides that the higher tier prevails. Both names, and the name the platform register uses, are recorded in the code register.
