Code register

Every family, instrument and methodology code the programme has used, what it denotes in each source, and how much authority that source carries. This is a record of the corpus, not a determination: where instruments disagree, both readings are shown and neither is chosen here.

18 of the codes the programme serves carry more than one meaning. A code listed as contested does not identify anything on its own, and a document citing it without naming its source is not saying what it appears to say.

4 codes cannot be migrated mechanically at all

These codes map to more than one successor depending on which document they are read in. There is no function from the old code to the new one — only from the old code plus its source — so no automatic migration of them exists or can be written.

  • F02 — 5 meanings across instruments in force, mapping to 3 different successors (BCP, BCR, HBC)
  • F03 — 6 meanings across instruments in force, mapping to 2 different successors (FGR, HBC)
  • F04 — 5 meanings across instruments in force, mapping to 3 different successors (BCR, HBC, MPR)
  • F05 — 5 meanings across instruments in force, mapping to 3 different successors (BCR, HBC, MPR)

The taxonomy MCC-TAX-2026-001 Part A directs every Programme surface to cite. Its register row still reads styreratifisering utestaaende.

Accreditation scopes are issued against this table, so a body accredited for "F04" is accredited for coral reef.

MCC-TAX-2026-001 B.3 recommends these boundaries on the merits while holding that the authority must go the Definitions Register's way. The two are not in tension: the Board amends the Register to these boundaries.

The applicant wizard displayed the E2 codes with the MCC_ prefix stripped, so an E2 code rendered as an E1 code. Corrected 8 September 2026.

Ecosystem Restorationmethodology_families, platform registerplatform register

Assigned the instrument code MCC-HYB, which FD-2026-09-03 item D1 abolished with no successor. An applicant admitted here could not be issued anything, which is why MCC-TAX-2026-001 A.2 closed it.

MCC-200 v2.0 carries two family taxonomies in one document. Its cll. 0013 and 0016 and its cl. 0031.1 do not agree, and the successor draft calls these "the contradictory family names in clauses 0031.1-0031.2".

A fee band is a price. This is the taxonomy the applicant pays under.

The reason D2 is better law: avoided-loss crediting is where the integrity risk in blue carbon sits, and D2 gates it on an approved baseline, additionality and leakage method. The Register puts removals and avoided loss in one undifferentiated family.

The inverse of what the Definitions Register calls F03. The reviewer guide carried this meaning, in a document written for the people who check the Programme's work.

Contradicts cl. 0014 of the same instrument.

F03 inverts against the Register. The seed migration is explicit: "Mapping this back would be an outright falsehood."

The only source that names gear loss prevention in F03, which is where the single approved methodology belongs on activity.

Also assigned MCC-HYB and closed with F02 for the same reason.

Contradicts cl. 0016 of the same instrument.

Kelp appears in three of the five served family guidance documents as well — F01, F02 and F05.

F05 widens silently against the platform's F05. The migration that seeded it admits this in terms: "Same code, wider meaning." That is the worst case for a serial number that embeds the family code and can never be altered.

Unit and instrument codes

MCC-CC contested — 3 meanings

Carbon CreditMCC-100 cll. 0007 and 0167in force
Conservation CreditMCC-800 art. 2in force
Carbon Capture and Storage CreditAudit finding SYS-01served

The same code names a carbon credit in one in-force instrument and a conservation credit in another. The registry standard is the one that prints serial numbers.

A third printed meaning, and the only one that names a technology.

MCC-HYB one meaning

Hybrid Credits combining carbon and conservation outcomesMCC-100 cl. 0007withdrawn
The instrument code of F02, F03 and F05MCC-100 v2.2 cl. 0183.1 and MCC-200 v2.0 cl. 0031.1withdrawn

A database trigger refuses to write it. The in-force taxonomy nonetheless requires it for two of five families, which is the whole of why MCC-TAX-2026-001 closed F02 and F05: an applicant admitted there could not be issued anything. Replaced by MCC-CC where a carbon methodology exists, plus a co-benefit label.

Two methodology register rows still carry this code today. Retired is not absent: the value is in the register and in the enum.

MCC-MCU contested — 2 meanings

Marine Conservation Units representing non-carbon ecosystem servicesMCC-100 cl. 0007in force
Avoided emissionsMCC-100 cl. 0183.2 and MCC-200 v2.0 cl. 0031.2in force
Offered as the instrument for F02 and F05Applicant wizard, before 7 September 2026withdrawn

Calling a marine outcome unit "avoided emissions" is prohibited under the claims matrix. The same code is a non-carbon unit in one clause and an emissions unit in another, which is the difference between a contribution claim and an offset claim.

No instrument makes this substitution. The wizard's own comment recorded the problem honestly and then resolved it by choosing an answer. Corrected under MCC-TAX-2026-001 Part F.

Methodology codes

M001 contested — 2 meanings

Mangrove Restoration and SequestrationMCC-200 v2.0 cl. 0120, locked portfolioin force
Mangrove Restoration & Conservationmethodologies registerplatform register

The only two codes on which the standard and the register describe the same activity are M001 and M002.

M003 contested — 2 meanings

Kelp Forest Cultivation and SequestrationMCC-200 v2.0 cl. 0120, locked portfolioin force
Saltmarsh Conservation & Rehabilitationmethodologies registerplatform register

The F01 methodologies draft records that this conflict must be resolved before that text is adopted, "because until it is, M003 does not identify a methodology".

This is the M003 with a candidate text. The standard that locks M003 describes a different methodology entirely.

M004 contested — 2 meanings

Coral Reef Restoration and SequestrationMCC-200 v2.0 cl. 0120, locked portfolioin force
Kelp Forest to Biochar Pathwaymethodologies registerplatform register

PAR-2026-001 F1, the coral calcification sign error, is confirmed verbatim in this clause. Because no coral methodology ever existed in the register, the error was never implemented, never issued against and never available to a project.

Retired 24 August 2026. Whether that retirement breached MCC-200 cl. 0118 — Board supermajority and 24-month notice for a locked methodology — turns entirely on which M004 was retired, and so is not answerable. That is the finding: not that a rule was broken, but that compliance is undecidable on the face of the record.

M005 contested — 2 meanings

Mangrove Protection and Stock PreservationMCC-200 v2.0 cl. 0120, locked portfolioin force
Enhanced Coastal Weatheringmethodologies registerplatform register

A core blue-carbon avoided-loss methodology. Against the served instrument, FD-2026-08-24 item D14 retired this.

Against the register, item D14 retired this — an umbrella item arguably never properly inside the locked portfolio, which is the "umbrella-rens" the decision describes. Carries the abolished MCC-HYB instrument.

M006 contested — 2 meanings

Seagrass Meadow Protection and Stock PreservationMCC-200 v2.0 cl. 0120, locked portfolioin force
Marine CO2 Mineralisationmethodologies registerplatform register

M007 one meaning

Marine Protected Area Establishment and Biodiversity ConservationMCC-200 v2.0 cl. 0120, locked portfolioin force

Five of the ten locked codes - M003, M004, M005, M006 and M008 - denote a different methodology in the served standard than in the register. Three more (M007, M009, M010) have no register row at all, so they denote nothing there rather than something different. PAR-2026-001 WP-J s.2.1 states the first group as "M003 to M008", which counts six and includes M007; and says four codes have no row where its own table shows three. Both are recorded rather than repeated.

M008 contested — 2 meanings

Marine Plastic Pollution PreventionMCC-200 v2.0 cl. 0120, locked portfolioin force
Marine Gear Loss Prevention (Ghost Gear Recovery) v1.1methodologies registerplatform register

The most serious of the six. M008 is the Programme's only approved methodology and both project rows sit in its family. An assessor reading the framework and then the register finds two different M008s, and the one they can verify is not the one the standard locks.

APPROVED. The two projects in the lifecycle are both registered against this. Its activity is gear, so under the canonical map its family is fisheries and gear, not pollution — the control table assigns "M008" to the pollution family because it is describing the framework's M008, which is a plastic-mass methodology.

M009 one meaning

M010 one meaning

Proposed successor codes

Put to the Governing Board as MCC-CR-2026-001. Not in force, not adopted by the administration, and nothing below has any effect until the Board decides. It is published because a proposal a reader cannot see is not a proposal.

BCR methodology families

Coastal blue-carbon removals and restoration — mangrove, tidal and salt marsh, and seagrass restoration where an approved carbon methodology quantifies net removals

Instrument: MCC-CC, with an optional co-benefit label. Buffer: in scope — stored-carbon reversal exposure. Reversal-risk controls required.

BCP methodology families

Coastal blue-carbon avoided loss and protection — avoided conversion or degradation of mangrove, tidal and salt marsh, and seagrass

Instrument: MCC-CC only where an approved baseline, additionality and leakage method exists; otherwise no unit. Buffer: in scope. Separated from BCR precisely because avoided-loss crediting is where the integrity risk in blue carbon sits, and a family boundary is the place to gate it.

FGR methodology families

Sustainable fisheries and fishing-gear interventions — ghost-gear prevention and retrieval, gear life extension, avoided manufacture and transport of replacement gear

Instrument: MCC-MOU for the marine outcome; MCC-CC only for a separately quantified LCA or GHG outcome. Buffer: the carbon leg only. No tonne from gear mass alone. This is where the Programme's single approved methodology belongs on activity.

MPR methodology families

Marine pollution prevention and removal — plastic, waste, run-off and ship-source interventions, including upstream waste prevention

Instrument: MCC-MOU by default; MCC-CC only under a separate approved GHG methodology. Buffer: the carbon leg only. No carbon claim from mass removed alone.

HBC methodology families

Marine habitat and biodiversity conservation — marine protected areas, coral and oyster habitat, kelp biodiversity and other conservation outcomes

Instrument: MCC-MOU with co-benefit statements. Buffer: outside scope, because there is no stored-carbon reversal exposure to buffer. No carbon tonnes absent a specific scientifically accepted carbon methodology.

MCC-CC unit and instrument codes

Carbon credit — exactly one metric tonne CO2e reduced or removed, verified ex post

Fungible only within declared attributes, methodology and vintage. Must never include unquantified biodiversity as part of the tonne. Retained rather than renamed, because the code is right and only its printed definitions diverged.

MCC-MOU unit and instrument codes

Marine outcome unit — a methodology-specific physical outcome, such as kilograms of verified gear loss avoided, kilograms of plastic removed, or habitat hectare-years

Not fungible across outcomes. Contribution and outcome claims only: no offsetting, compensation, carbon-neutral or tonne-equivalence language, and never described as avoided emissions. Renamed from MCC-MCU so that the prohibited description cannot travel with the code.

MCC-CB unit and instrument codes

Co-benefit label — a linked verification statement attached to a specific carbon credit or project record

Not a unit and not fungible; it is a descriptive claim with a stated scope, indicator and period. This is what replaces the abolished hybrid credit, and the reason the replacement is a label rather than a unit is that a hybrid unit made a biodiversity outcome tradeable as if it were a tonne.

M101 methodology codes

Mangrove Restoration and Conservation

Family BCR, instrument MCC-CC. Formerly M001, on which the standard and the register agree. Status stays UNDER_REVIEW: a candidate text exists and no approval decision has been taken.

M102 methodology codes

Seagrass Meadow Restoration

Family BCR, instrument MCC-CC. Formerly M002. Status stays UNDER_REVIEW.

M103 methodology codes

Saltmarsh Conservation and Rehabilitation

Family BCR, instrument MCC-CC. Formerly the register's M003 — not the framework's M003, which is a kelp methodology that has never existed. Re-coding is what makes that sentence unnecessary. Status stays UNDER_REVIEW.

M104 methodology codes

Marine Gear Loss Prevention (Ghost Gear Recovery)

Family FGR, instrument MCC-MOU. Formerly the register's M008, which is APPROVED and carries both live projects. It moves from the pollution family to fisheries and gear because that is what it does; the framework's M008 is a plastic-mass methodology and is a different thing with the same code.

Nothing on this page is transcribed. Every meaning, source and count is read from the register when the page loads, and the contested counts are computed rather than maintained. Adding a source changes them.
