Programme rulebook adopted; methodology portfolio consolidated
By founder decision FD-2026-08-24 the programme adopted its consolidated rulebook — the Programme Standard (v2.2), Registry Operations (v1.1), AI Governance (v1.2) and Governance & Appeals (v3.1) — together with the seven counterparty policies (v1.1), the Project Design Document template (v1.1) and a Definitions Register. The methodology portfolio was consolidated: M001–M003 (Blue Carbon) and M008 (Ghost Gear Recovery, the Gulf of Gabès pilot methodology) are approved; M004–M006 were withdrawn as outside programme scope. The decision record is honest about its own basis: the programme board is not yet constituted, and formal board ratification is the first item of business when it is.
