MCC-850 Amendment 3 — Confidence Scale 0–100

Adopted by founder decision FD-2026-08-24. The Board’s first meeting (GB-2026-001, 26 August 2026) took up ratification of FD-2026-08-24 as item 2 and recorded it as ratified as to substance; the resolution itself remains attested, not signed. Published verbatim from the maintained corpus — changes occur only by amendment with a version bump.

Correction notice

Correction notice, 10 September 2026. This instrument's adoption line reads "v1.0 — ADOPTED (FD-2026-08-24, sak D16 d; styreratifisering utestående)" — stating board ratification as outstanding. It is not: the decision register records FD-2026-08-24 as ratified as to substance in GB-2026-001 item 2 (26 August 2026, attested 27 August 2026). The text is unchanged, because amending an adopted instrument is not an administrative act; this notice states the correct position. Recorded with the served-page factual sweep (10 September 2026) for the Governing Board of 23 September 2026. Further correction, 14 September 2026. This Amendment's Bakgrunn section states that the MCC-850 base text still expresses confidence as a 0.00-1.00 decimal throughout; the served MCC-850 base text already states the confidence score as an integer 0-100 with the same tier bands and point weights the Amendment purports to introduce. Its Ikrafttredelse section separately states that incorporation into "MCC-850 v1.2 CONSOLIDATED" remains outstanding, while its own Bakgrunn names the text it is amending "v1.1 CONSOLIDATED" — inconsistent both with the base document it describes and, on version number, with itself. The text is unchanged, because amending an adopted instrument is not an administrative act. MCC-850 AI Governance Standard — Amendment 3: Confidence Scale 0–100

Bakgrunn

MCC-850 v1.1 CONSOLIDATED uttrykker konfidens som desimal 0,00–1,00 gjennom hele teksten, mens plattformen — prompten, lagringen (ai_reviews.confidenceScore, heltall) og den håndhevede avledningsregelen i styringsmodulen — opererer på 0–100 (K9). De 15 historiske radene ble avstemt mot 0–100-regelen 24.08.2026. Dette amendmentet gjør teksten lik den håndhevede virkeligheten; det endrer ingen terskel i substans (0,85 ≡ 85).

Endringer

A3.1 — Definisjonen av «Confidence Score» endres til: «"Confidence Score" means an integer value (0–100) representing AI certainty in its analysis. Scores expressed as a 0–1 fraction in any historical record shall be read as the corresponding 0–100 value (fraction × 100).»

A3.2 — Tier-tabellene og eskaleringsmatrisen (alle forekomster: bl.a. datamodellen «Float 0-1.0», båndtabellene «≥0.85 / 0.60–0.84 / 0.40–0.59 / <0.40», tier-overskriftene og eksemplene i konfidens-seksjonen) endres til heltallsbånd: HIGH ≥ 85 · MEDIUM 60–84 · LOW 40–59 · VERY_LOW < 40. Eksempeltekster oppdateres tilsvarende (f.eks. «Confidence: HIGH (94)»).

A3.3 — Vekttabellen for poengberegning (komponentbidragene +0.38/+0.30/+0.20/+0.10 osv.) endres til heltallspoeng med uendret forhold: +38 / +34 / +26 / +14 / +0 (completeness), +30 / +21 / +12 / +0 (cross-references), +20 / +14 / +7 / +0 (risk flags), +10 / … (sections). Summen er fortsatt maksimalt 100.

A3.4 — Skalaregel: Ny klausul: «All confidence values in this Standard, in prompts, in storage and in reporting are expressed on the 0–100 integer scale. A component that natively produces a 0–1 fraction shall convert at the boundary (fraction × 100). The scale itself is normative; a value without its scale is not a rule.» («Completeness Score» beholder sin eksisterende 0–100 %-definisjon uendret.)

A3.5 — Autoritativ kilde: Avledningen av tier fra score skjer i programvarens styringsmodul (packages/ai-services/src/governance) og er identisk med båndene i A3.2. Modellens egenrapporterte tier er aldri autoritativ (uendret prinsipp; provenance-feltet skiller enforced fra historiske rader).

Ikrafttredelse

Vedtatt ved FD-2026-08-24 (sak D16 d) den 24.08.2026. Innarbeides i MCC-850 v1.2 CONSOLIDATED med endringslogg (utestående, se eksekveringsloggen).
