Governance register

The governance bodies of the programme are defined in MCC-700 Governance and Appeals §4 and, at a higher tier, in MCC-001 cl. 0045, which directs the Board to delegate authority to a Methodology Review Committee, a Registry Operations Team and a Project Governance Team. Those three were missing from this register until 8 September 2026 and none has been created; they are listed alongside the MCC-700 bodies rather than in place of them, because the two instruments describe overlapping but not identical architectures and that conflict is unresolved. This register lists every appointment as recorded by the administration from the resolution that made it — attested, not signed: GB-2026-001 was attested by one of the two members present, an executed copy still outstanding, and it rests in turn on FD-2026-08-24 item D2, which is itself unsigned. Where a body has not yet been constituted, the founder — and since 26 August 2026 in some matters the Board — has acted in its stead. No instrument in force says who may (readiness condition L3.6, measured 10 September 2026: eight of nine bodies, none stated). A power to substitute is proposed by MCC-700 Amendment 1 §4.1.5 and by MCC-700 v4.0-draft cl. 23.2, and neither is in force: Amendment 1 is a v0.1 draft with a stayed consultation, and v4.0 is a consultation draft. The resolutions that would constitute the three MCC-001 bodies — MCC-MRC-2026-001/-002, MCC-PGT-2026-001, MCC-ROT-2026-001 — are before the Governing Board on 23 September 2026. This register previously cited MCC-700 §10.1.1 for it, which is the Pilot Phase clause and says nothing of the kind; the clauses Amendment 1 itself cites, MCC-001 cll. 0022 and 0045, impose an oversight duty and a duty to delegate, not a power to substitute. Board decisions are published at /governance/decisions, with signature status stated for each. MCC-700 §12.2’s vote-tally requirement (Yes/No/Abstain counts) and §14.4/14.5’s quarterly transparency report and 30-day minutes are not currently published anywhere.
